The Chair Of The House Of Delegates

The Bylaws of this Association provide that the Chair of the House of Delegates shall preside at meetings of the House of Delegates (generally two meetings). At the present time, both are held in state, one in conjunction with the PBA's Annual Meeting and the second during the fall. Bylaws Article V, Section 513.

The Bylaws also provide that the Chair shall "preside in the absence of the President, the President-elect, and the Vice President, at meeting of the Assembly and other events in which the President would preside if present" and "appoint committees of the House, as provided by the rules of the House Bylaws Article V, Section 513.

The Chair shall serve a two-year term and may not serve two consecutive terms. Bylaws Article IV, Section 403.

The Chair will also:

(a) meet with the Rules and Calendar Committee and with PBA staff to plan the House Calendar;

(b) be completely familiar with all matters coming before the House. (Read the reports and listen to what is being said in the hallways and cocktail parties since no one can chair in a vacuum);

(c) be completely familiar with Robert's Rules of Order governing parliamentary procedure;

(d) attend PBA sponsored dinners with Pennsylvania's three appellate courts (sometimes held in conjunction with meetings of the Board and, in the future, hopefully to include working sessions with the court prior to dinner).
