Jonathan D. Koltash

Jonathan D. Koltash of Mechanicsburg is serving two-year term as chair of the Pennsylvania Bar Association House of Delegates, the policy-making body of the PBA.

Koltash is an attorney for the Governor’s Office of General Counsel where he serves as chief counsel for the Pennsylvania Health Insurance Exchange Authority, also known as Pennie. He also teaches as an adjunct professor at Widener University Commonwealth Law School and Central Penn College, having done so since 2016 and 2010, respectively.

Koltash is an active member of the PBA, currently serving as the co-chair of the association’s Government Lawyers Committee, chair of its Legal Career Transitions Committee and co-chair of its Statewide High School Mock Trial Competition, one of the largest mock trial programs in the country. He is member of the PBA COVID-19 Task Force that provides timely information to assist lawyers in their practices during the pandemic, the Administrative Law Section Council and the PBA Dues Structure Task Force.

He is a member of the Board of Directors for the Pennsylvania Bar Foundation (PBF), the charitable affiliate of the PBA, where he chairs the PBF’s Events Committee and is a member of its Development and Scholarship Committee. He is a graduate of the PBA Bar Leadership Institute, class of 2012-13, and previously served as the chair of the Young Lawyers’ Division. He also served as the treasurer of the Pennsylvania Bar Institute (PBI), now the education department of the PBA.

Koltash’s commitment to the legal community includes membership in the Federal Bar Association Middle District Chapter, where he is the chapter’s vice president, the Dauphin County Bar Association (DCBA), where he is a member of the DCBA’s Board of Directors, and treasurer of the James S. Bowman Inn of Court.

He is an active alumnus of the Widener University Commonwealth Law School. He is a past president of the Alumni Association, a member of the Board of Advisors, a moot court coach and a volunteer at its volunteer income tax assistance site. 

Koltash is a graduate of Pennsylvania State University and a cum laude graduate of Widener University Commonwealth Law School, from which he received the Outstanding Recent Alumni Award in 2010. While working toward his legal degree, he studied at the National University of Ireland in Galway. He was awarded the rank of Eagle Scout by the Boy Scouts of America.
