Intestacy statute interpretation

I had a similar case here in Allegheny County which addressed this exact
issue. I am attaching the Argument section of the brief I filed. After the
filing of this brief, the opposing parties withdrew their Petition, so I am
assuming that my analysis was correct. In addition, another party filed a
brief arguing the same points.
