LEGISLATIVE REAPPORTIONMENT COMMITTEE

The Task of the Legislative Reapportionment Committee

Article II, § 17 of the Pennsylvania Constitution provides for a decennial reapportionment conducted by a Legislative Reapportionment Commission consisting of the House and Senate Majority and Minority Leaders and a fifth member on whom they agree. If they cannot agree, then the Pennsylvania Supreme Court appoints the fifth member. For the last two reapportionments in 1991 and in 2001, the Supreme Court appointed the fifth member of the commission after commission members were unable to agree.

The Legislative Reapportionment Committee intends to examine the following issues:

  • Problems that occurred in past reapportionments.
  • The specific problem or problems created by reapportionment by which individuals or organizations were injured or in which they have a particular interest .
  • How problems can be cured by changing the Pennsylvania Constitution.
  • How problems would be cured by adopting a non partisan reapportionment process.

Written Submissions

Written submissions to the Legislative Reapportionment Committee are welcomed. The Committee will gather as many written submissions as possible, and will carefully study and weigh all that are submitted as part of the process of examining the legislative reapportionment process in the Pennsylvania Constitution. You will find guidelines for submission of written statements and oral testimony on this web page.

Oral Statements

Applications to present testimony at the Reapportionment Subcommittee hearings must be submitted prior to the hearing. If you wish to present your views in person at one of our Legislative Reapportionment Committee public hearings, please complete an Application to Appear form and transmit it, together with your written statement and any exhibits, by U.S. postal service and by email to the CRC addresses below, so that it will be received by the due date listed in the schedule of meetings. The Application to Appear form can be downloaded from this CRC Legislative Reapportionment web page. Applications must be accompanied by a written submission covering the nature and scope of the testimony to be presented. Appearances to testify will be scheduled solely at the discretion of the Subcommittee. A witness schedule will be posted on the CRC website at least one week in advance of the scheduled hearing.

Public Hearings

The Legislative Reapportionment Committee anticipates holding public hearings between 10:00 a.m. and 4:00 p.m. on the following dates --

January 26, 2011 - Widener Law School, 10:00 a.m. - 1:00 p.m., 3800 Vartan Way, Harrisburg. Due date for submission of written statement, application & exhibits: January 12, 2011.

March 22, 2011 - video conference at 11:00 a.m. between the Pennsylvania Bar Institute locations in Pittsburgh and Mechanicsburg, Pennsylvania. Due date for submission of written statement, application & exhibits: March 9, 2011.

April 27, 2011 - Wilkes University, 10:00 a.m. - 12:00 p.m., Second Floor of the Henry Student Center, Wilkes-Barre. Due date for submission of written statement, application & exhibits: April 13, 2011.

May 4, 2011 - Pennsylvania Bar Institute, Wanamaker Building, Penn Square East, 10th Floor, Philadelphia. Due date for submission of written statement, application & exhibits: April 19, 2011.
