Article V of Pennsylvania’s Constitution makes up about one-third of the Constitution as it involves the Commonwealth’s Judiciary.
The Article V Subcommittee intends to examine Article V issues going to –
1. Judicial Conduct System, including (a) Reporting Judicial Officials, (b) Protecting Confidences and (c) Insuring Quick & Thorough Investigations;
2. Judicial Selection & Financing Judicial Campaigns;
3. Representation of the Indigent Including Juveniles; and,
4. Funding Pennsylvania's Courts So As to Guarantee an Effective Judiciary.
These issues were selected not to the exclusion of other Article V issues as the Subcommittee may later consider.

The Article V Subcommittee anticipates holding public hearings between 1:00 p.m and 4:00 p.m. on the following dates --
March 16, 2011 - Widener Law School, 1:00 p.m. - 4:00 p.m., 3800 Vartan Way, Harrisburg
April 27, 2011 - Wilkes University, 1:00 p.m. - 4:30 p.m., Second Floor of the Henry Student Center, Wilkes-Barre
May 4, 2011 - Pennsylvania Bar Institute, 1:00 p.m. - 4:30 p.m., Wanamaker Building, Penn Square East, 10th Floor, Philadelphia
June 3, 2011 - Hermitage Municipal Building, Hermitage
Written submissions to the Article V Subcommittee are welcomed.
As a condition to appearing before the Article V Subcommittee at a public hearing, please apply for permission to make an oral statement at a public hearing at least fourteen (14) days in advance. Your written submission must accompany your application.
