Please join us for the third Public Utility Law Section “Lunch & Learn” session of 2021, Utilities, Municipalities and the PUC.  Over the last few years, legislative and regulatory developments have resulted in more of an intersection between the interests of public utilities and municipalities.  This session will feature Elizabeth Triscari, Director, Corporate Counsel for Pennsylvania American Water, and Jonathan Nase, a member in the Harrisburg Office of Cozen O'Connor.  Ms. Triscari and Mr. Nase will provide us with a great discussion of several important public utility/municipal issues that are now coming before the PUC.  These issues include acquisitions, de facto utilities, PA One Call and the Damage Prevention Committee process, pre-emption, rail-highway crossings, zoning disputes and competition.

Speakers:
Jonathan Nase has practiced public utility law for more than 20 years.  He is currently a member in the Harrisburg Office of Cozen O'Connor, where his practice focuses on regulatory proceedings before the PUC and other state administrative agencies.  Since joining Cozen O'Connor in 2017, Mr. Nase has represented public utilities and municipalities in rate proceedings, acquisitions and other litigation, as well as complex transactions.  His prior legal experience includes positions with the PUC, the Pennsylvania General Assembly, Dewey and LeBoef, and other firms.
 
Elizabeth Rose Triscari has over 10 years of experience in the area of public utility regulation and compliance.  She currently serves as Director, Corporate Counsel for Pennsylvania American Water, a subsidiary of American Water and the largest investor-owned water utility in the Commonwealth.  Pennsylvania American Water provides high-quality and reliable water and/or wastewater services to approximately 2.4 million people.  Ms. Triscari represents the company in various regulatory proceedings before the PUC, as well as in connection with acquisitions and litigation in state and federal courts.  Prior to joining Pennsylvania American Water, Ms. Triscari served as Deputy Small Business Advocate at Pennsylvania's Office of Small Business Advocate. Ms. Triscari is the Immediate Past Chair of the Pennsylvania Bar Association (PBA) Public Utility Law Section and Co-Vice Chair of the PBA's Commission on Women in the Profession.
