At least the municipality in including that road's mileage in its application for an allocation of the Liquid Fuel Tax is assuming it is a public road.

Hi Folks,
Without any research, it has always been my very simple understanding that a municipal government is entitled to a share of Liquid Fuels Tax, based upon the miles of public road maintained by that municipality. Anyone out there actually know about Liquid Fuels Tax entitlement?
I am anticipating questions about whether a road, accessing my client's proposed development, is public or private. If the municipality is receiving LFT funds, then, is it fair conclude that the road is 'public'?
