Project: Criminal Trial Practices Committee/Sub-Committee on Indigent Defense Program � Contact: Elizabeth Price, Executive Director The DCBA, through its Criminal Trial Practices Committee/Sub-Committee on Indigent Defense, played a substantial role in the formulation and implementation of a new Indigent Defense Plan adopted by the Delaware County Court of Common Pleas. The DCBA subcommittee recognized the need to reform the previously existing procedures concerning the appointment of counsel to indigent defendants who could not be represented by the Office of the Public Defender. The new plan meets or exceeds the standards set by nationally recognized organizations that advocate for the rights and the protection of those citizens unable to afford privately retained counsel.
