This piece of the Pennsylvania Code guarantees that students cannot be discriminated against in educational programs for the above reasons.


Pennsylvania Code Section 12.4

““Consistent with the Pennsylvania Human Relations Act (43 P. S. § § 951-963), no student shall be denied access to a free and full public education on account of race, religion, sex, national origin or handicaps.”
This section of the Pennsylvania Code states that all students in Pennsylvania have the right to access a full AND free education - and this access to free education shall not change on account of religion, sex, national origin or handicaps.

““All persons residing in this Commonwealth between the ages of 6 and 21 years are entitled to a free and full education in the Commonwealth’s public schools.”
This section of the Pennsylvania Code clarifies and specifies the ages at which a child has a legal right to a full and free public education.
